In July 1969, the construction and industrial machinery Technical Committee (cimtc) officially named the roll over protective structures as the safety devices used to protect the driver during rollover, and the falling object protective structures as the devices used to protect the driver from falling objects, which were later referred to as ROPS and FOPS respectively, Collectively referred to as ROPS & FOPS. According to a large number of accident investigation and analysis, cimtc believes that ROPS and FOPS should play a role in protecting all drivers. After the accident, the deformation of ROPS and FOPS should not enter the minimum space that can ensure the survival of drivers wearing seat belts, and this minimum space is called critical zone.

In 1985, the society of Automotive Engineers formally required that construction machinery with dangerous working environment must be equipped with qualified ROPS and FOPS. At the same time, Canada, the United Kingdom, France, Sweden, Norway, Finland and other countries have put forward this requirement one after another, and even some countries have passed legislation to force the construction machinery entering the market to be equipped with qualified ROPS and FOPS.
